With reference to the communication of the Coloni- -al Government under date of August 19, 1915, No.2800/1915 in relation to a Chinese newspaper know as the Chung Sai Yat Po of San Francisco, I am able to report, under instructions of the Department of State in Washington, that the matter is receiving the attention and consideration of that department but that it is desirable to point out in this connection that the United States Government maintains no cesorship over newspapers and that it is powerless to set in the matter, wiless the case presents a viola- -tion of the Postal Laws andlegulations, or some definite evidence is submitted to disprove the published statements.

Trusting that the matter will be handled to the satisfaction of the Colonial Government.
